In 1993, both Treasury and the Ministry of Agriculture, in a Memorandum of Understanding approved the formation of SISDO as an organization. Thus, the organization was registered as an NGO in 1993 as Smallholder Irrigation Schemes Development Organization through the advice of the Ministry of Agriculture and approval of the Ministry of Economic Planning with the mandate to develop the smallholder irrigation sub-sector.
